Bus driver Ramón Parra holds an unfortunate distinction—he’s the first driver in Venezuelan history to have his license suspended. In a nation where speeding and drunk driving are rarely punished, Parra was made an example of by authorities after he was caught speeding in a bus that was carrying too many passengers and was missing one of its rear wheels. Venezuela is notorious for its lax driving laws, with breath tests for drunk driving virtually unheard of. A law was enacted in 2008 allowing for license suspension.
